Using the Shift Dates feature allows selected users to shift the dates of the entire workplan. Due to the impact that this feature has on the workplan, access is given to only a few users who understand the impact and plan accordingly. 

Granting permissions to selected users is available in the User Detail page, Allow Shift Dates checkbox.   Users who do not have this checkbox selected will no longer see this button in the Activity Map.
